One of the core goals of this ruleset is consistency and fun. Clear, consistent rules with as few exceptions as possible make the game easier to learn and faster to play. Statistical analysis of the math behind the game at all levels of play helps ensure the game remains engaging at the most basic level. That's not to say that verisimilitude or narrative suitability were not important goals as well, but I'd rather not overburden the rules with needless and tedious complexity.
